Each year four Volusia County Sheriff’s Office employees and one volunteer are carefully chosen out of an outstanding pool of well over 1,000 people for their exceptional work performance. The five demonstrated superior work ethic and achievement, not only during the past year, but also throughout their careers serving the county’s citizens. Sheriff Ben Johnson honored these top-performing Employees of the Year 2009 during a ceremony in Daytona Beach, Tuesday.
Criminals in the Pierson area don’t stand a chance when deputy of the year Todd Smith is on duty. Not only is his supervisor impressed with the deputy’s crime solving tenacity, but so are the local residents. Smith eagerly takes the initiative in all cases no matter how big or small, and he’s earned the residents’ respect and gratitude as a result. This patrol deputy worked alongside investigators to help solve 11 cases in short order primarily due to old fashioned footwork and a tireless devotion to the job. Approximately once a month an area in Pierson was hit with a rash of vandalisms. Smith tracked down the suspects and obtained confessions, clearing several cases. In a separate instance, Smith investigated a residential burglary and had the suspects identified, charged and the victim’s property returned in under four hours. The community knows that Smith will always do his best to solve whatever problem that comes up.
The burglary victim wrote a thank you letter to Sheriff Johnson, saying: “I don’t know where you found Deputy Smith, but please go back and get 20 more just like him. He is the perfect example of professionalism.”
There is never any guarantee that a routine investigation is what it seems. Investigator Richard Fortin discovered that when a missing juvenile case turned into a sexual battery investigation. The juvenile had been gone for about two months and during this time investigator Fortin spoke almost daily with the suspect, developing a rapport and gathering potentially incriminating statements concerning the sex crimes. Fortin’s determination finally resulted in a high-profile arrest with a lot of media interest and led to several other victims being identified. Additionally, Fortin solved a strongarm robbery case at an Ormond Beach motel, and closed out more than 20 car breaks and two residential burglaries through a long series of interviews and determined investigative work. The investigator of the year is assigned to the District 3 office headquartered in Holly Hill and is also a Crime Scene Investigator.
“The work you do all year round and your dedication is very much appreciated,” said Sheriff Johnson.
The investigators at the Sheriff’s Office’s Crime Scene and Major Case units feel they owe employee of the year Andy Conklin a deep debt of gratitude. Tight budget constraints have made securing funding for a new crime scene vehicle an uphill battle. Conklin took on the challenge, relying on creativity and doggedness from start to finish. He donated a great deal of his personal time and money to make sure the project finally came through. It required carefully researching and bringing together the needed equipment piece by piece until the whole package was ready for final budget approval. After the vehicle was delivered to the Sheriff’s Office, Conklin spent an entire weekend of his own time completing all the necessary final electrical installation and testing. Through Conklin’s hard work and dedication, crime scene investigators now have a valuable tool to rely on when working in the field.
“This is just one of the many things that he has done,” said Sheriff Johnson. “Thanks for everything you do.”
Telecommunicator of the year Randell Zentz is well known for being there for the Sheriff’s Office in times of need. He never complains when he’s called out after hours, saying “I do whatever needs to be done.” Zentz is an assistant to the communications coordinator, but when the occasion calls for it, he enthusiastically rises to any challenge and takes charge with ease. Zentz recently took on the massive task of deploying the Sheriff’s Office’s mobile command post on his own during a significant training exercise. His professionalism and coordination skills earned him the praise of all the command staff personnel present. Additionally, Zentz has been instrumental in the deployment of a new portable radio in conjunction with neighboring Lake County. This interoperability endeavor is a pioneer project that will likely be emulated throughout the state to improve communication between counties.
“We really appreciate your dedication,” said Sheriff Johnson.
Volunteer of the year Andy Gygi gives his time to the investigative unit at the district office headquartered in New Smyrna Beach. He is considered an invaluable contributor as he assists with mapping burglary trends and reviewing reports. He also helps check pawn shop databases to look for possible stolen property, and follows up with victims of property crimes by phone to see if any new details or investigative leads have developed. Gygi also serves in the Citizen Observer Program and his sharp eyes led to the discovery of a break-in at a local cell phone tower site.
Sheriff Johnson also awarded employee of the 4th quarter honors during Tuesday’s ceremony. Deputy of the quarter Marty Hurst was praised for his willingness to go above and beyond for the citizens he encounters, such as helping a teenage battery victim feel much safer after Hurst refused to give up in getting her assailant, who fled to another county, to turn himself in. Investigator of the quarter Thomas Tatum was recognized for his superior skills in building a case against two defendants who were found guilty for first-degree premeditated murder. Due to the organization, interviews conducted, evidence collected and documentation presented, Tatum was able to provide the state with an abundance of evidence and information resulting in this verdict without a confession from either defendant. Volunteer of the quarter Al Roby has been an invaluable asset to the civil division in DeLand, helping serve court papers and thus lessening the workload of his fellow hardworking deputies and process servers. Roby also patrols with the Citizen Observer Program and trains others on proper use of vehicles, radios and other equipment. Employee of the year Conklin was also employee of the quarter, and telecommunicator of the year Zentz was also telecommunicator of the quarter.

DRUG SWEEP IN SOUTHEAST VOLUSIA NETS 16 ARRESTS
More than a dozen accused street dealers were rounded up Thursday during a sweeping narcotics operation targeting illegal drug activity in the New Smyrna Beach and Edgewater area. Spearheaded by the East Volusia Narcotics Task Force, Thursday’s arrests capped off an approximately six-month effort to identify and investigate street-level drug dealers. The effort paid off, with a total of 16 arrests. Narcotics investigators are still searching for another 20 suspects named in the investigation.
During the course of the investigation, dubbed “Operation Crack Down,” undercover officers and confidential informants collected evidence through more than 50 covert purchases of cocaine, marijuana and prescription pills from street dealers. The investigation resulted in the issuance of arrest warrants for 35 suspects. Two of the defendants were arrested Thursday in their jail cells at the Volusia County Branch Jail in Daytona Beach, where they were already in custody on unrelated charges. Narcotics agents moved in Thursday and nabbed another 13 people on the arrest list. In total, 22 warrants were served on the following 15 defendants arrested Thursday:
Ø Xcenia Arch, 51, Edgewater. Sale of cocaine, $15,000 bond.
Ø John Boivin, 46, Edgewater. Sale and delivery of narcotics within 1,000 feet of a park, $25,000 bond.
Ø Brian Bond, 41, New Smyrna Beach. Sale of cocaine, $7,500 bond.
Ø Terry Brown, 43, New Smyrna Beach. Two counts of sale of cocaine, $22,500 bond.
Ø Patrick Edwards, 30, New Smyrna Beach. Trafficking in illegal drugs, $7,500
Ø Patrick Gayle, 54, New Smyrna Beach. Sale and delivery of a controlled substance within 1,000 feet of a business or place of worship, $25,000 bond.
Ø Wayne Lachance, Jr., 43, Edgewater. Three counts of sale and delivery of a controlled substance within 1,000 feet of a park, $55,000.
Ø Thomas McDonald, Jr., 22, New Smyrna Beach. Sale of cocaine, $15,000.
Ø Marlon Mitchell, 30, New Smyrna Beach. Sale of cocaine, $10,000 bond.
Ø Patrick Morgan, 30, New Smyrna Beach. Sale of cocaine, $15,000 bond.
Ø Toney Morris, 52, New Smyrna Beach. Two counts of sale of cocaine, $15,000 bond.
Ø Major Richardson, Jr., 32, New Smyrna Beach. Two counts of sale of cocaine, $30,000 bond.
Ø Leeann Staley, 24, New Smyrna Beach. Two counts of sale of cocaine within 1,000 feet of a business or place of worship, $50,000 bond.
Ø Terilyn St. Rose, 39, New Smyrna Beach. Two counts of sale of cocaine, $25,000 bond.
Ø Gerald Wells, 46, Edgewater. Sale of cocaine, $15,000 bond.
In addition to the warrant round-up, narcotics agents with the assistance of SWAT units from the Volusia County Sheriff’s Office and New Smyrna Beach Police Department executed a search warrant at a home on Palm Street in New Smyrna Beach. Agents seized cocaine, marijuana and firearms from the house and charged 43-year-old Raymond Curry, Jr. with manufacture of cocaine, possession of cocaine with intent to distribute, possession of marijuana with intent to distribute, possession of a firearm by a convicted felon and possession of drug paraphernalia. Curry was being held at the jail on $30,500 bond. A second search warrant was executed at a house on Charlovix Street in New Smyrna Beach, where defendants Gayle and Morgan were arrested. After finding a small amount of marijuana in the home, agents additionally charged Morgan with possession of marijuana under 20 grams.
The East Volusia Narcotics Task Force is a multi-agency force of narcotics agents from the Sheriff’s Office and the Daytona Beach, Edgewater, New Smyrna Beach and Ormond Beach police departments that shares resources and crosses jurisdictional boundaries to combat street-level drug and vice crimes. Also assisting in Thursday’s operation were the West Volusia Narcotics Task Force, the Volusia Bureau of Investigation, the New Smyrna Beach Police Department and the Sheriff’s Office’s Crime Suppression Team.

Update #2:
Following this afternoon's discovery of the missing U-Haul truck at Jacksonville
International Airport, Volusia County Sheriff's investigators have confirmed
that Ronak Desai boarded a 6:20 a.m. flight from Jacksonville to Atlanta on
Wednesday, where he changed planes and then continued on to Las Vegas. The
information has been confirmed through credit card records, surveillance video
from the Jacksonville airport and airline records obtained by the U.S.
Transportation Security Administration (TSA). Desai purchased the tickets using
his first and middle names and surveillance video shows Desai by himself at the
Jacksonville airport.
Sheriff's investigators don't know why Desai left town and also don't know where
he is staying at this time. While they will continue to try to make contact with
Desai, investigators have concluded that he wasn't under the involuntary control
of anyone else when he boarded the planes and has not been the victim of any
foul play.
The case remains under investigation as the Sheriff's Office continues to look
into Desai's actions and the circumstances surrounding the incident.

SHERIFF’S OFFICE SEARCHING FOR MISSING ORMOND MAN
While family members have heard from a missing 28-year-old Ormond Beach man, Volusia County Sheriff’s investigators still don’t know where he is and have not solved the mystery of his disappearance Tuesday night.
Relatives initially launched their own search for Ronak Desai when he failed to return home after working at the family-run business, a Jiffy Food Store on South Nova Road near Ormond Beach. U-Haul trucks also are rented at the business, and family members said Desai was scheduled to rent a truck to a customer shortly before the store was due to close at 9:30 p.m. Tuesday night. Desai’s father called the Sheriff’s Office at 10:46 p.m. to report his son missing after driving to the store and finding his son’s vehicle and cell phone in the parking lot, but no sign of Desai or the U-Haul truck.
Deputies have been investigating all night and into Wednesday in an effort to locate Desai, but so far without success. Desai contacted a family member Wednesday morning, but the conversation did not result in any disclosure of his whereabouts. Desai is of Middle Eastern descent and is 5’ 7” and weighs about 200 pounds. He has black hair, brown eyes, a medium build and medium complexion. Investigators also continue searching for the U-Haul truck, although it is not known if it’s connected in any way to Desai’s disappearance. The U-Haul truck has an Arizona plate. The tag number is AB67167. Anyone with information is asked to call the Sheriff’s Office at (386) 248-1777.
